REGULATIONS
for the XIV International RSSU Chess Cup «Мoscow Open-2018»

International RSSU Chess Cup «Moscow Open-2018» (hereinafter the Cup) is held in Moscow from January 25 (arrival date) to February 5(departure date) in 2018.
January 25th is the day when children tournament (H) and university students tournament (F) participants arrive; January 26th is the day when participants of tournaments A, B, C, D arrive; February 2nd is the day when tournament G participants arrive; February 3rd is the day when tournament E participants arrive.
February 4th is the departure date for participants of tournaments F, H.
February 5th is the departure date for participants of tournaments A, B, C, D, E, G.
The place of venue is Russian State Social University (RSSU), Vilgelma Pika street, building 4, Metro station "Botanichesky Sad".
The Cup hosts are Russian State Social University (RSSU, www.rgsu.net), a non-profit organization Moscow Chess Federation (MCF, www.moscowchess.org), the Management of Sport and Entertainment Activities of the Department of Sport and Tourism of Moscow (www. mossport.ru) with the support of the Russian Chess Federation (www.russiachess.org),  World Chess Federation (www.fide.com), and the European Chess Union (http://www.europechess.org/)

The Cup comprises eight separate tournaments:

A Tournament - RSSU Cup, the stage of men’s Cup of Russia
B Tournament - RSSU Cup, the stage of women’s Cup of Russia
C Tournament - RSSU Amateur Cup
D Tournament - RSSU Veteran Cup
E Tournament - Moscow Grand Prix 2018 for solving chess problems and studies – Pochinka’s tournament
F Tournament – National Student Chess League Championship
G Tournament - RSSU Blind and Visually Impaired Fast Chess Cup
H Tournament - RSSU School Winner Cup – Zhuravsky’s tournament

RSSU School Winner Cup - H Tournament
The tournament prize fund is 400 000 RUB

There are four age groups (boys and girls play separately): under 9 years old (born 2009 and younger), under 11 y. o. (born 2007-2008), under 13 y. o.  (born 2005-2006), and under 15 y. o. (born 2003-2004). Each age group winner will get a 50000 rubles grant.

Three age nominations are opened: 2005-2006 d.o.b., 2007 – 2008 d.o.b., 2009 d.o.b. and younger. The tournament prize fund is 10 000 RUB for each tournament.

The prize distribution and awarding system

In the case of equality of points, the prizes cannot be divided, and any participant can receive only the highest award. The primary prize is the priority. The place to be defined by the following additional indicators:
- The Buchholz system;
- The Median-Buchholz system (excluding one worst result);
- The result of a head-to-head meeting;
- The Sonneborn–Berger score.
The participant must score at least 50% of points to receive the prize.
Prizes are subject to taxation in accordance with the legislation of the Russian Federation (The income tax for Russian citizens is 13% and 30% for foreign citizens).
Prizes of RF citizens are transferred to their bank accounts. Upon receiving the prize they must provide a copy of their passport, TIN and corresponding (full) bank details. Foreign nationals have to provide a copy of their passport upon receiving the prize.
Children and citizens under the age of 18 must carry a birth certificate (passport) and a permission from the official representative of the minor to receive the prize or to transfer it.

In the absence of the winner at the closing award ceremony or in the case of dress code violation awards cannot be given and cannot be sent.

The competitions order

The Cup is held according to the chess sport rules, approved by order No. 654 of the Ministry of Sports of Russia on 17 July 2017 and compatible with FIDE chess rules. The behavior of the participants is regulated by the actual statement "On sanctions in sport of chess" and by the actual statement on the inter-regional and all-Russian official sports competitions in chess. Tournaments A, B, C, D, F, H are organized under the Swiss system with 9 rounds with a use of a computer chess pairing program Swiss-Manager.
Tournaments A and B are played (one round per day) with time control: 90 minutes for 40 moves plus 30 minutes with additional of 30 seconds per move starting from the first.
Tournament C, D, F, H are played (one round per day) with time control: 90 minutes plus 30 seconds per each move starting from the first.
Tournament D consists of two separated parts: D-1 for men and D-2 for women.
The first group tournaments F and H start every day but first day at 10:30. The second group tournaments А, В, С, D start every day at 16:00, first day at 16.30 and last day at 11.00.
The tournament G is played with controlled 25 minutes per round with the addition of 10 seconds per move starting from the first.
Blitz tournaments are played with controlled 3 minutes per round with the addition of 2 seconds per move starting from the first.
The defeat is put for being late for a tour for more than 30 minutes; the opponent receives "+ (plus)", and participant being late receives "- (minus)".
According to the Federal Law "On Physical Culture and Sport in the Russian Federation" dated December 4, 2007, № 329-FL, gambling, betting, and laying a wager are forbidden. Cheating control is maintained with FIDE Anti-cheating regulations for events with a standard protection level.

Appeals Committee

The Appeals Committee consists of three main and two substitute members. Each protest (appeal) must be forwarded to the chairman of the Appeals Committee within one hour after the end of the tour. Protests against the results of the computer chess pairing are not accepted. Each participant submitting the protest must pay a deposit of three thousand rubles. Appeals Committee returns the deposit if the protest is solved. The decision of the Appeals Committee is final.

The Tournament Director

Tournament Director is appointed by the organizers of the Cup and is responsible for the preparation and holding of the competition at a high level. The tournament director has the right to prohibit or exclude from the competition the participants who violated the Statement of competition or moral and ethical norms.

The terms of participation

The costs of the Cup participation (travel, meals , accommodation, entry fee) are paid by business trip organizers or by participants themselves. Participants invited by the organizers of the Cup are accepted free of charge (hotel and meals are provided).
Foreign participants without FIDE ID are not permitted.

Entry fee for D, E, F, G, and blits tournaments is 1000 rubles, H tournament’s fee is 2500 rubles per participant.

Discounts

In tournaments A, B and C discount of 500 rubles is available for juniors (born in 2000 and younger).
Men and women born in 1948 and older are allowed in tournament D, E, G without a fee.

FIDE workshop for arbiters is held by Alexander Tkachev, FIDE lecturer and International Arbiter.
Grandmaster lectures.
The on-line commentary is held by Alexander Kalinin, International Grandmaster.
Chess in Schools conference.
Participants of the FIDE seminars are issued certificates in accordance with the regulations of FIDE. The information is published on the FIDE website.
Participation fee for one seminar or one qualification improvement course is 4000 rubles.
Lecture participation fee is 1000 rubles.
Applications for participation in the additional program are accepted by mail: moschess@mail.ru.

To participate in the Cup you must

1) Fill out the registration form on the website of the Cup (www.open.moscowchess.org).
2) Pay the tournament fee through non-cash transaction before January 15, 2018.
The registration for the Cup ends January 15, 2016. The Organizing Committee reserves the right to refuse the registration after January 15, 2017. Participants, who as an exception registered after the due date, have to pay a 1000 rubles higher tournament fee. Cup fees are not refundable.
The registration considered complete when the registration fee is deposited to the Moscow Chess Federation bank account. Only participants who got accredited in time meaning children and students on January 28 and adults on January 29 by 19:00 are included in the random computer chess pairing for the first round. Participants who did not receive accreditation in time or by some reason were excluded from the primary pairing can be included in the additional pairing with a special permission from the main judge.
The accreditation card is a pass to the territory of Russian State Social University.
Payments are accepted by the current FIDE rating on the payment date.
Tournament payments have to be transferred to the Foundation Chess In Schools bank account.

The purpose of payment: A special-purpose contribution for the activities specified in the articles of association (МО2018 – tournament abbreviation).
It is required to enter your name and the tournament abbreviation into the transaction slip. “Tournament A” or “tournament H -M9” are examples.
Foreign participants pay an entry fee in rubles on January 25-26, 2018 in RSSU according to a rating for January 1, 2018.

Visa support

Visa support is provided to all foreign chess players who applied to the Organizing Committee before December 15, 2017. Organizing Committee is not responsible for visas for the players who applied after the due date.

Hotel «Cosmos» (www.hotelturist.com), Metro station "VDNKh".
Booking fee is equal to one-night stay price in a chosen room. The booking fee should be transferred to the Foundation Chess In Schools bank account. Fee payment is not included in the payment for hotel accommodation and used by MCF for the organizing expenses. You can find detailed information on the festival website.
A number of rooms in the hotel is limited. The organizers do not guarantee hotel accommodation in the official Cup hotels in case of a big number of participants.
